This has been our tradition for centuries and our traders and traders have propagated this tradition all over the world. Different types of spices, different types of silk, somewhere cotton, somewhere pashmina, somewhere mineral, do not know what to do. Each of our districts has a product and each product has its own specialty and has its own story. Excellent artistic products are also being made in our tribal areas. Not only this, there are many handicrafts, there are many industries which are traditional, Which are being carried forward from generation to generation. And this is the biggest inspiration behind ideas like Make in India and One District One Product. This is also India’s strength behind the goal of $ 5 trillion economy. Friends, we have never lacked resources and skills, just need to work with a broad mind. All that is needed is to take this story to the world. Uttar Pradesh Institute of Design will play a very big role in this work. I am told that in the last 2 years, more than 3500 artisans, weavers from 30 districts have been assisted in the design by UPID. A thousand artists have also been given tool kits to improve craft related products. UPID has also helped thousands of artists grow their businesses and innovate their businesses through Buyers-Sellers meet, through craftsmen-weavers’ conclaves, giving tool kits, organizing numerous workshops. UPID is becoming a huge platform for the artists of UP in the world of craft and craftsmanship. Friends, before coming here, I have also come to see a very impressive exhibition related to One District One Product, and I also urge you to visit this exhibition. A splendid collection of products from different parts of UP is there. Modern machines have also been provided to the artisans making the two-leaf and their confidence was being built. Friends, now that India has pledged to get rid of singloose plastic by 2022, the whole world is looking for an alternative to plastic. At such a time, we can share our environment friendly solutions with the whole country as well as with the whole world. Friends, the need is simply to adapt this ancient tradition to the needs of the 21st century. To refine and refine our products, to make necessary changes according to the time, to make a quality product. And this is possible only when we give institutional support to these industries operating by tradition. For this, it is very important that the peers associated with these traditional industries get training, financial help, new technology and marketing facilities. We have been making this effort continuously for the last 5-and-a-half years. This solar spinning wheel, this solar loom, solar light, electric chalk are all examples of this. Not only this, the handicraft package in which we all are sitting today is also a result of this thinking and approach of the government. You tell me, before 2014, the general weaver of UP, general exporter of UP, could have communicated to investors, online platforms like this? Ever thought what he did. This was not possible, because there was no such platform. The governments then did not have money or did not understand, we cannot say. The question was that the approach was the problem. Now the country has overtaken that old approach. We are moving forward with the idea of ​​making every region, every person of the country strong and self-reliant. That is why apart from this international level center, many such centers have been built in the entire country including Varanasi, where general handicrafts, I would like to congratulate Yogi ji and his team that the scheme of One District One product is also giving impetus to the comprehensive vision of the Central Government. The result of such efforts is that in the last 2 years, exports from UP are increasing continuously. This growth is possible only due to schemes like One District One product and facilities being provided to MSMEs. Now the newly launched e-commerce portal will also help a lot in the coming days. Friends, the budget this time has also clarified the priorities of the government. A blueprint for the development of small and medium industries has been drawn not just for this year but for the coming 5 years. The areas that have been the most focused in this budget are manufacturing and ease of doing business. MSMEs and Start Ups have also been prominent in this. This is Make in India, a large medium of employment generation in the country. Friends, Textile industry, textile industry, in the country, Uttar Pradesh is a huge medium of employment generation. This entire region is a main center of weavers, artists and workers associated with the carpet industry. Millions of families live on textile and carpet industry. An attempt has been made to give a new dimension to this textile industry in this year’s budget. As the health facilities in the country are increasing, the automobile sector has expanded, tourism is growing, defense and agriculture sector is expanding. By the way, the demand for textiles in these sectors as well as the demand for technical textiles is also becoming very widespread. You can imagine, today India imports technical textiles worth more than crores of rupees every year. But the more textiles we export, the more technical textiles we import. To change this situation, anti-dumping duty on its raw material i.e. polymer fiber has been abolished within this budget. People associated with this world of textiles have been demanding it for decades, but this work has been completed by this government this time. Apart from this, National Technical Textiles Mission has also been started, on which 1500 crore rupees will be spent in the coming 4 years. Necessary facilities, infrastructure and skills will be built related to the construction of technical textiles in the country. Friends, in this year’s budget, a provision of about Rs 3700 crore has also been made for the Defense Corridor being built in UP. Recently in Lucknow, defense companies from all over the world have shown interest in setting up an industry here. Many companies have also entered into agreements. This defense corridor will also benefit existing small, small and medium industries and will open the way for many new small scale industries. Thousands of new employment opportunities will also be created during the construction of this corridor. Friends, One of the hallmarks of New India, trust in wealth creators, is their respect. Today, efforts are being made to free the common man and the general business from the burden of papers and documents. Instead of entangling governmental processes, they should be solving, showing the way, work is being done for this. Now the audit has been kept only for industries with more than 50 million turnover. Now the law has been amended, after which NBFCs will be able to give you a loan based on your luggage bill and invoice. There are also plans to launch mobile app based Invoice Financing Loans Product to make the loan facility easier. You can take a loan from your mobile phone, this situation will happen. Apart from this, a new scheme for MSMEs has also been announced for Working Capital. Friends, not only this, many decisions have been taken from government procurement to logistics, which are going to directly benefit small and medium industries. The formation of the Government E-market place, ie GeM, has made it easier for small entrepreneurs to sell goods to the government. This has also brought transparency in government procurement. Now to make this system easier, it has been announced to create Unified Procurement System. This will enable the government to procure all goods, services and works offered by small entrepreneurs from a single platform. Friends, a digital system of refunding is being prepared for exporters. This will ensure the facility of refunds to exporters quickly and easily. Friends, there is another huge reform which is going to benefit all the stakeholders sitting in this hall. The implementation of GST has brought a wide change in the country’s logistics. Now this change is being strengthened. A National Logistics Policy is being formulated for the first time in the country. This will create a single window e-logistics market. This will make small scale industries more competitive and will also help in employment generation. To strengthen the MSMEs, the import of such products is being reduced from which better products are being made in India itself. Friends, reforms in the tax system, whether it is income tax, corporate tax or GST, it is going to benefit you all, every partner of the country. For the first time, the Taxpayers Charter is being prepared so that the Wealth Creators of the country do not have unnecessary problems. There will be many countries in the world where this type of thinking is not there, this will determine the tax payer’s rights. The tax payer will get the power to ask if anyone comes forward from this cause. One is the huge assurance that the tax payer is getting. The tax collection is being faceless. The tax has been increased to 15 per cent to promote manufructuring in the country. Today, India is one of the very few countries in the world where corporate tax rates are so low. Investors get ease, There is also a plan to create an Investment Clearance Cell for this. This will work through an online portal. This will make it easier for investors to get the necessary clearance and necessary information at the center and state level.
